UAE good conduct certificate requirement postponed for Filipino and Indonesian domestic workers

A new requirement for foreign workers to provide a "good conduct and behaviour certificate" from their home country before they can obtain a work visa has been postponed for domestic workers from the Philippines and Indonesia. The Ministry of Human Resources and Emiratisation has issued a circular to Tasheel Service centres postponing the implementation of the certificate until June of this year. Workers from other countries who want to work in the UAE still need to obtain the good conduct certificate from their home country, a move that came into force on February 4. Those who already work in the country will not need the certificate to move to another job.

The circular also states that people who are already in the country on a tourist visa will need to provide the certificate of good conduct if they then apply for a work visa.

Applicants can submit transactions for domestic labour through Tasheel centres or online. Tasheel centres that fail to abide by the new rule will be held legal accountability.

The certificates should be issued from the applicant's home country, or the country of their residency for the last five years. The certificate must also be certified by the UAE's missions abroad or through the attestation centre of the customer happiness centres of the Ministry of Foreign Affairs and International Cooperation.
